Do people share implements for those who do not have the 'tools' to compete?

In the big international events like the OS it is allowed to use the implements of others, except for poles. If the same counts for meets for simpler athletes I do not know, but my experience in most meets is that colleague's are often willing to let their implements be used by others. A friendly/polite question nearly always leads to 'yes'.
