Is there a time when sprinters suddenly break through and hit some really good times? Or is it a slow progression?

I find break-throughs can definitely happen for some people, moreso for novices than elites. Sometimes the training kicks in (I think research says it takes 8 weeks for physiological change - or at least I heard that somewhere) or your body just "gets it". You may also experience a break-through at the end of a season if you periodize correctly and are able to peak. Other factors may lead you to a steady progression of improvements, but I would expect at some point you will plateau as you near your optimal performance capabilities.
