Should any sanctions against Russia penalize their masters as well?
IAAF and IOC are thinking about banning Russia from the 2016 Rio Olympics. The monster WADA report on Russiaās doping system, summarized here, doesnāt mention āmastersā or āveterans.ā But WMA generally follows the lead of IAAF. In the 1970s, when the World Association of Veteran Athletes was formed, a titanic battle over South African participation in worlds was resolved in favor of the Safricans. We also defied IAAF bans on āprofessionals.ā WAVA let anyone compete, even if they werenāt āamateurs.ā According to Clause 5.1 of WMAās Constitution, āWhere the affiliation of a National Governing Body to IAAF is terminated (for whatever reason) in accordance with the IAAF constitution then WMA Membership of the Member from the corresponding Country or Territory is
simultaneously terminated.ā So collateral damage may happen. Meanwhile, Brazil is being shamed for canceling the WMA South American masters championships, which were supposed to be held this week in Porto Alegre.

Sentimos informarles que de comuĢn acuerdo entre ASUDAVE y el COMITEĢ ORGANIZADOR LOCAL, el XVIII Campeonato Sudamericano de Atletismo MaĢster, Porto Alegre, Noviembre.2015 ha sido cancelado.
El Gobierno del Estado de RiĢo Grande Do Sul, informoĢ que soĢlo podraĢ otorgar al evento una pequenĢa parte del apoyo necesario debido a la grave situacioĢn econoĢmica que atraviesa el Estado.
Con ello y con los Sponsors ya acordados, el aporte financiero alcanzado no es suficiente para satisfacer las completas condiciones que los atletas necesitan para competir y sacar adelante de forma exitosa un evento de esta envergadura.
El COL indicoĢ que auĢn podriĢa seguir requiriendo al Gobierno y renegociar con los actuales Sponsors, pero en este momento el problema ya no es econoĢmico/financiero, sino que el tiempo disponible hasta el diĢa de inicio del evento ya no es suficiente para completar los pendientes que requieren financiamiento previo.
Lo sentimos profundamente en el corazoĢn. Sabemos del esfuerzo econoĢmico y familiar que cada atleta realiza al prepararse para cada uno de nuestros eventos, y es por ello que agotamos todas las instancias para intentar que nuestro Campeonato se pudiera realizar.

Affiliated Dear Presidents, Dear Athletes,
Sorry to report that agreement between ASUDAVE and the Local Organising Committee, the eighteenth South American Masters Athletics Championships, Porto Alegre, Noviembre.2015 has been canceled.
The Government of the State of Rio Grande Do Sul, said the event may award a small part of the support necessary due to the serious economic situation in the state.
This and the Sponsors already agreed financial contribution achieved is not enough to meet the full conditions that athletes need to compete and successfully push through an event of this magnitude.
The LOC said it still could continue to require the government and renegotiate with current sponsors, but this time the problem is not economic / financial, but the time available until the first day of the event is not enough to complete the pending requiring pre-funding.
Sorry deeply into the heart. We know the economic and family effort each athlete performs to prepare for each of our events, which is why we exhausted all instances to try our championship could take place.
We appreciate the work done by all members involved in the organization of this championship; COL Porto Alegre, ABRAM, authorities of the State Government and the City and sponsors for their interest and support for the South American Masters Athletes.

No. Masters athletes shall not be subject to collective punishment for the perceived actions of their national federations.

Section 5.1 of the WMA Constitution is inapplicable unless the Russian National Governing Body’s membership in IAAF is terminated; no action has yet been taken, and WADA itself is only recommending suspension. No provision of the WMA Constitution provides for termination or suspension of a Member, automatically or otherwise, merely because its parent federation has been suspended by IAAF.
Section 5.3 of the WMA Constitution provides grounds for suspension of a Member by the General Assembly upon recommendation of the Council. The specific grounds enumerated, however, focus upon wrongdoing of various sorts committed by the Member itself. I would be very, very hesitant to invoke this clause against the Russian Masters organization absent evidence that the organization participated in, or at least knew of and remained silent regarding, the Russian National Governing Body’s wrongdoing as to Russian Open athletes.

Whatever happens, in the absence of a recognized national government body, WMA should allow individual masters athletes to compete at WMA events in say a neutral white T-shirt. Applies to refugees too.
