New rules, deadlines for therapeutic use exemptions in WMA
TUEs, or therapeutic use exemptions, are fig leafs under which World Masters Athletics allows athletes to compete at certain meets if they take banned drugs under a doctor’s care. Even though very few folks ever get dope-tested at world masters championships, some athletes submit TUEs to be on the “safe side.” Now there are new policies regarding TUEs, which of course aren’t mentioned on WMA’s Web site (except as a dead link to the TUE form) but appear elsewhere, especially the German federation site. And WADA, the world drug police, has issued its latest list of no-no’s. Check out this PDF. So don’t sweat this too much. Just be aware of the new banned drugs.
Here’s a rough translation of how the German DLV site details new TUE rules:
TUE-FORMS SENIOR CITIZENSInitial changes to the procedure for medical exemptions for the elderly have become known. Thus, the WMA has adopted a deadline of 28 instead of 21 days. This means that applications must be received by 28 days before the competition. Applications must be addressed now, Dr. Fiorella, Via Orlandi 3, 40068 San Lazzaro (Bologna), Italy, Fax: 0039 051452187. The simplified TUE process no longer exists.And for seniors will apply from 1 January 2010 the new list of prohibited substances and methods, for example, that the application of inhaled salbutamol and salmeterol up to a maximum of 1,600 nanograms per 24 hours only notifiable, but pseudoephedrine from a dose of 150 g / ml in urine again in a match is prohibited.TUE APPLICATIONS EVENTS IN JANUARY AND FEBRUARY 2010
Applications for the championship for the Elderly, 1 to 6 March 2010 in Kamloops (Canada) are 31 Submitted in January 2010 to Dr. Fiorella.

This is as clear as mud. The new WMA policy is (was?) not to submit for TUES but if tested and found to have TUE drug in one’s sytem – to then produce medical evidence of prescribed use from a physician. We were sending the TUE forms to a WMA official until now.
Now we are to submit forms to some fellow in Italy – who represent whom? IF this is like the old days when forms were submitted to WADA officials or IAAF officials (forget which one) they were routinely ignored. Why on earth does WADA or IAAF want to again take on masters drug testing when they can barely deal with the elites.
For WMA meets – which are now the rules of the game? It looks like we are entering into cloud cuckoo land.

God. It’s like reversing an ocean tanker isn’t it? Has no-one in athletics ever heard of “thinking outside the box”?
Abolish the entire TUE set-up. TUEs permit athletes with performance-enhancing drugs to compete with athletes who are not on performance-enhancing drugs. That is crazy. It makes the entire TUE concept crazy. No?
